ALL RESIDENTS AND BUSINESSES IN ESSENDINE

Dear Sir/Madam,

This is an update of our August 2009 Letter We are writing to you in accordance with the Control of Major Accident Hazard Regulations. These regulations are controlled and enforced by the Health and Safety Executive and The Environment Agency. They are jointly referred to as the Competent Authority. We, 'Stamford Storage HG Ltd', on the site at Bourne Road Essendine are the Operator. We the Operator store chemicals that require us to comply with the above regulations and a safety report has been submitted to the Competent Authority. Whilst the regulations cover Hazardous chemicals we do not process, open packages, decant or alter the received goods in any way. We receive the chemical in ISO Tank containers from overseas and store until they are reloaded for delivery to their final destination. Empty shipping ISO Tank containers are also handled for return to the suppliers. The chemical we store is Liquid Bromine, below we detail the characteristics of Bromine. Bromine: Bromine is a fuming brownish – red liquid. It has a sharp irritating odour. The short term affects are corrosive, resulting in burns and possible ulceration. If inhaled or ingested you could experience sore throats, dizziness and headaches, nose bleeds, coughing, abdominal pain and sometimes a rash. As a vapour the eyes can suffer redness, pain and blurred vision. The long term affects could be chronic bronchitis, contact and allergic dermatitis. The risks fall into two main categories, 1. During the loading or unloading process, and 2. Failure of container. The first risk is addressed through safe procedures in designated areas equipped to deal with a loss of containment. All mechanical handling equipment is maintained and independently verified for safe operation. The second risk is even more remote as all containers whether large or small are controlled by the United Nations to ensure they are safe for transportation over land, sea and air. These standards include construction methods and specific impact and drop tests. We have the relevant 'immediate action' equipment to contain and control any spill or leak. We are in regular contact with both bodies of the CA and also the Rutland Emergency Planning Officer as well as the Police and Fire Brigades with regular visits to our site. This liaison is the cornerstone of the off site emergency plan prepared by the Rutland County Council. In the Case of Emergency Should an emergency situation occur you will hear a siren, continuous for two minutes and silent for one minute. The siren is the same in sound as those used during World War Two. This will continue for 15 minutes. Upon hearing this siren you should: 1. Go inside. 2. Close all windows and doors. 3. Switch off all heating and ventilating equipment. 4. Go to an upstairs room facing away from our site and draw your curtains. 5. Do not venture outside. 6. Tune into Heart Radio on 102.7FM this is the strongest radio station and await information. 7. Await notification from the police, similar authority or radio release that it is safe to resume normal activities. The siren will be tested once per month for a period of five minutes in duration. That is two minutes siren, one minute silence, two minutes siren. It will be conducted on the first Tuesday of each calendar month at 0900 Hrs.
